    Objectives

    The project supports the development plan of the ISALA Hospital, a regional hospital organisation with five locations in Zwolle, Kampen, Steenwijk, Meppel and Heerde.

    The main components of the investment plan are the rehabilitation and modernisation of existing facilities, the development of a new electronic patient file, replacement investments in Information and Communications Technology (ICT) and equipment and the realization of a new building in Meppel.

    Environmental aspects
    Procurement

    Hospitals are not specifically mentioned in the Environmental Impact Assessment (EIA) Directive 2011/92/EU, though the project is covered by Annex II of the Directive in relation to urban development. The Bank's services will verify during appraisal the screening decision of the Competent Authority. It is expected that the project will bear wider benefits to the community as healthcare is an element of social cohesion and economic development.

    The promoter has been assessed by the EIB as being a private company not operating in the utilities sector and not having a status of a contracting entity, thus not being subject to EU rules on public procurement. However, if after the project appraisal, the EIB were to conclude that the promoter is after all subject to EU public procurement legislation (i.e. Directive 2004/18/EC), then the Bank would require the promoter to ensure that contracts for the implementation of the project have been/will be tendered in accordance with the relevant applicable EU procurement legislation.
