Objectives

The project consists of the construction of a railway connection to the new exterior port terminal in Ferrol, Spain. This new link will be used to transport dry bulk and containerised cargo from the outer port facilities of Ferrol to their inland destinations via the existing rail network.

The connection, with a total length of around 6.4 km, intends to provide an alternative access to the new terminal and consequently reduce road transport and enhance the supply chain efficiency of the related hinterland.

Procurement

The project falls into Annex I of the Environmental Impact Assessment (EIA) Directive 2011/92/EU as amended. It has been subject to a full EIA process and submitted to a public consultation. The EIA was approved by the competent authority (the Ministry of Agriculture, Food and Environment - MAFE) by a resolution (Declaración de Impacto Ambiental – DIA) from March 25th, 2013, which was published in the Spanish Official Journal (BOE). The project was included in the PITVI 2012-24 (Plan de Infraestructuras, Transporte y Vivienda) prepared by the Ministry of Public Works (Ministerio de Fomento – MdF) and subject to an Strategic Environmental Assessment (SEA) process which included a public consultation procedure (published in the BOE on April 18th, 2014) and was completed after a joint resolution by the MAFE and the MdF in November 2014. The project is not likely to impact the closest protected sites. This has been confirmed by the competent authority (Consellería de Medio Ambiente, Territorio e Infraestruturas de Xunta de Galicia) through a statement issued on February 12th, 2015.

The Bank will require the promoter to ensure that contracts for the implementation of the project have been and will be tendered in accordance with the relevant applicable EU procurement legislation, 2014/25/EU or 2004/17/EC, where applicable, as well as Directive 92/13/EEC, as interpreted by the Court of Justice of the European Union, with the publication of tender notices in the Official Journal of the European Union, as and where required. A tender announcement for the procurement of the construction works contract "Acceso Ferroviario al Puerto Exterior de Ferrol" has already been published in the OJEU on April 26th, 2016, with the reference number 2016/S 081-143637. The procurement procedures are still ongoing.
