Objectives

Construction of a new 14.32 km bypass for regional road DW 935 south of the city of Rybnik

The project is in line with the Integrated Development Strategy for the city of Rybnik till 2020, the Environment Programme for the city of Rybnik, and with the priorities in the Development Strategy for the Western Sub-region of Silesia Province for 2014-2020. The project will reduce congestion, travel time and road accidents, eliminate conflicts between transit and local traffic, improve accessibility to TEN-T, and improve the urban environment.

Procurement

The project falls under Annex I of the Environmental Impact Assessment (EIA) Directive 2011/92/EU (as amended by Directive 2014/52/EU) and the promoter has duly applied the relevant environmental procedures on the project. The final environmental decision for the project was obtained from the competent authority, the Regional Director of Environmental Protection for the Upper Silesia region, on 17 October 2014 (WOOS.4200.6.2012.AD.70) and included the decision of the General Director of Environmental Protection on 18 August 2015 (DOOSoaII.4200.2.2015.EK.12).

The Bank will require the promoter to ensure that contracts for the implementation of the project are tendered in accordance with the relevant applicable EU procurement legislation (Directive 2014/24/EU, as well as Directive 89/665/EEC), as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required

Comments

The project will be implemented in two phases. The approval of financing for the second phase will be conditional upon the positive outcome of the application for the EU grant support.
