Objectives

Hospital investment programme in the County of Stockholm

This long-term investment programme supports the extension, rehabilitation and reconfiguration of 7 hospitals in the County of Stockholm in Sweden. All hospitals are operated by Landstinget, the regional agency responsible for the provision of public healthcare services. The plan aims to align the healthcare capital to the needs of the future decades by tackling current challenges in the system: changing expectations and demands of the population due to rapid population growth and shifting demographics, aged infrastructure, escalating costs, rapid technological and medical developments.

Environmental aspects
Procurement

Hospitals are not specifically mentioned in the Environmental Impact Assessment (EIA) Directive 2011/92/EU, though the project is covered by Annex II of the directive in relation to urban development. The Bank's services will verify the screening decision of the competent authority during appraisal.
The public building will have to meet at least the relevant national targets on energy efficiency. The design energy performance of the hospital and any specific related targets to be met will be verified during appraisal.

The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC and/or 2004/17/EC as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required.
