Objectives

The proposed operation concerns participation in Novastar Ventures East Africa Fund L.P., a venture capital fund managed by Novastar Ventures Ltd, based in Nairobi (Kenya). The Fund has a target size of USD 80m and aims to make minority equity and near-equity investments in East African early-stage businesses serving the mass market and with the potential of growing rapidly, notably by widening access, improving quality and/or lowering costs of basic services or goods in East Africa.

Novastar will back early-stage businesses led by entrepreneurs with the aim of transforming low-income consumer markets, deploying innovative business models that satisfy basic human needs and alleviate severe social issues. With the overarching objective of fighting poverty, the Fund's priority sectors will be education, healthcare, small agri-businesses, and access to food, water and critical information.

Environmental aspects
Procurement

The Fund's operational guidelines will provide for environmental and social due diligence of all projects, according to guidelines acceptable to the EIB.

The Fund will be required to ensure that implementation of the underlying projects is done in accordance with the EIB Guide to Procurement.
