Construction d'une route express à 2x3 voies de 12 km entre Saint Denis et La Possession se composant de 2 digues (1 km et 5,7 km) et d'un viaduc de 5,3 km. Deux voies seront réservées pour les transports en commun.
Ce projet vise d'une part à sécuriser l'axe stratégique entre les deux grands bassins de vie et d'emplois que sont le Nord (capitale administrative, aéroport) et l'Ouest (port de commerce, stations touristiques balnéaires) de l'Ile, et d'autre part à prévoir le passage d'un futur transport collectif en site propre et celui des cyclistes.
Le projet tombe dans le champ de l’Annexe I à la Directive sur l'évaluation des incidences sur l'environnement (EIE) 2011/92/EC et une EIE complète et consultations publiques ont été réalisées et approuvées dans le cadre de la Déclaration d’Utilité Publique du 21/12/2011. Les impacts environnementaux négatifs du projet les plus importants sont liés aux écosystèmes terrestre et marin (destruction permanente de certains habitats et impact de la pollution sonore sur les populations de cétacées). Les mesures d’atténuation et de compensation proposées seront revues lors de l’instruction.
La conformité du projet avec la directive sur l'evaluation stratégique des incidences sur l'environnement (ESE) 2001/42/EC, la directive EIE 2011/92/EC, la directive Habitats 92/43/EC et la directive Oiseaux 2009/147/EC sera examinée lors de l’instruction.
La Banque exigera du promoteur qu’il assure que les contrats pour la mise en œuvre du projet aient été/seront attribués en conformité avec les législations de passation des marchés UE applicables (Dir. 2004/18/EC and Dir. 2007/66/EC [modifiant les directives 1989/665/EEC et 1992/13/EEC]), avec publication au Journal Officiel de l'UE le cas échéant.
