The project is an allocation under the China Climate Change Framework Loan II. It consists of a programme aimed at refurbishing to improve the energy efficiency of residential buildings of 5 million m2 floor area in Harbin urban area (Heilongjiang province). The project includes two key components: exterior envelope insulation and household heat consumption metering.
The project will contribute to the development of energy efficiency in buildings, and the associated avoidance of air pollution, in particular greenhouse gas emissions.
An Environmental Impact report has been performed which was approved by the competent authorities. Based on available information, the project appears not to have significant negative impacts. In line with the Bank's guidelines, compliance with the Bank's environmental and social standards will be assessed.
The Bank will require and monitor that implementation of the project will be done in accordance with the Bank's Guide to Procurement.
