Objectives

The project involves the repair and upgrading of 159.2 km of the E30 and C-E30 train line in Poland between Opole, Wroclaw and Legnica .The project is located on a TEN-T network and is being implemented by PKP Polskie Linie Kolejowe SA . It will enable modernisation including adaptation to standards resulting from international agreements.

The loanwill enable modernisation, including adaptation to standards resulting from international agreements.

Procurement

The project falls under Annex II of the EIA 85/337/EEC as amended.The Competent Authority has screened in some sections and an EIA was done. The Birds Directive (79/409/EEC) and Habitats Directive (92/43/EEC) are applicable. During appraisal the impact of the project on the environment would be determined and the mitigating/compensating measures reviewed.

The 20 to 30 sub projects along the sections are being implemented by private contractors. Sub-projects with a value higher than the ceiling for international tenders are being advertised in the OJEU and the local press in keeping with national and EU requirements. The procedures are to be reviewed during appraisal.
