    Objectives

    The project is located in the city of Lodz and consists of the construction of 4,65 km of a new major trunk road with 2x3 lanes (the Górna Route), which is the extension of the transport route of Al. Jana Pawla II - Al. Wlokniarzy National road No. 1. The project involves four independent tunnels, two of which will be part of the scope of the project (section PSR railway line-Pabianicka and Rzgowska / Górna interchange).

    The project will enhance the transport network of the city, as well as contribute to alleviating its growing traffic and reducing the related levels of congestion, pollution and traffic-related accidents. The project is located in an area designated as a convergence region under the Community Support Framework and is therefore eligible for Bank financing under Article 309, point (a) "projects for developing less-developed regions" and (c) "projects of common interest" (sustainable urban transport), of the EC Treaty. The expected economic return and therefore the project's consistency with the renewed EIB transport lending policy will be assessed during the appraisal.

    Procurement

    The Gorna Route will be a major trunk road of four or more lanes of less than 10 km in a continuous length in the city's functional layout. Therefore falls under Annex II of the EU EIA Directive 85/337/EC as amended, and hence competent authorities decide on a case-by-case basis whether a full EIA has to be carried out or not, including public consultation. In the present case project has been screened in and a full EIA has been carried out. Full details on SEA, EIA and FFH/Natura 2000 issues will be verified during appraisal. The project is expected to have some positive impacts on environment thanks to the decrease of congestion on the inner urban road network

    The construction works have been procured through an international open process. Tender was published, according to the EU directive 2004/18/EEC, in the EU Official Journal on 17/03/2010 (2010/S 53-078223). Constructions works awarded to Przedsiebiorstwo Robót Mostowych MOSTY – Lodz S.A. The engineering services have been procured through an international open process. Tender was published, according to the EU directive 2004/18/EEC, in the OJEU on the 17/03/2010 (2010/S 53-078790). Engineering services awarded to DVH Polska with ARCADIS. Procurement procedures along with compliance on Directive 2004/18/EC will be verified in detail during appraisal.
