    Description
    Objectives

Financing of the capital expenditures of the University of Birmingham, including (a.o.) a new library, a new sports teaching facility and the installation of energy efficiency equipment.

The purpose of the project is to finance the refurbishment of teaching, research and support facilities at the campuses of the University of Birmingham. The purpose of the project is to up-date university facilities to a level at which they can best support teaching, learning and research activities of a modern university. The other aim is to improve the energy efficiency of the university estate and thus reduce the carbon footprint of the University.

    Environmental aspects
    Procurement

The project concerns teaching and research activities that will be carried out mainly within existing university facilities. An EIA is therefore not required in accordance with the EIA Directive 85/337, amended by 97/11 and by 2003/35/EC. However, parts of the investment cover the construction of new facilities and therefore may be covered by Annex II of the Directive in relation to urban development. The Bank’s services will verify during appraisal whether an EIA is required for any component of the project.

The promoter is required to respect national and European legislation. The Bank requires the promoter to ensure that all relevant contracts for the implementation of the project have been tendered, or will be tendered, in accordance with the relevant EU legislation. The procurement issues will be studied during appraisal.
