The project comprises the planning, new building, rehabilitation and extension of, as well as the provision of furniture and equipment for pre-school, primary, secondary, vocational education buildings and other related infrastructure spread throughout the Comunidad de Madrid (CAM).
The objective of this project is to improve the quality of the education provided by improving the quality of the educational estate.
Educational facilities are not specifically mentioned in the EIA Directive on Environmental Impact Assessment, though the project may be covered by Annex II of the Directive in relation to urban development. During appraisal the Bank’s services will verify whether any EIA is required and the environmental effects of the project.
The Bank will require the promoter to ensure that the contracts under the project have been or shall be tendered in accordance with EU public procurement procedures.

Complaints mechanism
Any complaint regarding alleged maladministration can be lodged via the EIB Complaints Mechanism. The European Ombudsman acts as an independent external accountability mechanism of the EIB.
