Objectives

Construction of a library, sporting facilities and medical teaching facilities for the University of Aberdeen.

The new library, sporting and medical teaching facilities will allow the University to achieve its strategic goals of continued development of research, learning, teaching quality, improving the study and research facilities necessary for institutional sustainability.

Environmental aspects
Procurement

Council Directive 97/11/EEC on Environmental Impact Assessment (EIA), as amended by 2003/35, does not specifically mention facilities for higher education, but these could in some circumstances be seen as urban development projects (thus falling under Annex II of the Directive). The necessity for an EIA by the competent authorities, the local planning and approval process and actual or possible impacts on protected flora and fauna (Habitats’ and Birds’ Directives) will be verified during project appraisal.

The situation for the University of Aberdeen will be verified during project appraisal. It is expected that - for procurement purposes – the Project will be governed by public sector procurement rules and the Bank will therefore require the Promoter to ensure that contracts for the implementation of the Project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation, with parallel publication of tender notices in the EU Official Journal, as and where appropriate.
