Credit line for financing projects promoted by private enterprises in CEMAC Member States. Partial guarantee for BDEAC loans to private sector enterprises.
The proposed operation will provide the financial intermediary with long-term resources and serve to improve the financial terms offered to final beneficiaries in a targeted manner. It will also support the private sector in the CEMAC region, thereby contributing to job creation, economic diversification and the reduction of poverty.
The EIB will assist BDEAC in the area of environmental impact assessment in order to ensure that projects supported comply with the Bank’s requirements.
The BDEAC undertakes to ensure that the EIB's procurement criteria are observed.

Complaints mechanism
Any complaint regarding alleged maladministration can be lodged via the EIB Complaints Mechanism. The European Ombudsman acts as an independent external accountability mechanism of the EIB.
Zero tolerance against fraud and corruption
The EIB has a zero tolerance policy on fraud or corruption. To report allegations of fraud and corruption relating to EIB-financed projects, please contact the Fraud and Investigation division. All complaints will be treated as strictly confidential and handled in line with the EIB investigation procedures and the Anti-Fraud Policy.
