Optimisation of Horni Dvoriste state border - Ceske Budejovice railway line. The project consists of the optimisation of a 57 km long, single track railway section from Horni Dvoriste; to Ceske Budejovice located on Corridor IV south of Prague. Corridor IV is a 214 km long TEN railway line from Hostivar station in Prague to Horni Dvoriste near the Austrian border. The allowed speed will be increased from 70 km/h to 90 km/h for conventional trains and to 100 km/h for trains with tilting technology. The loading capacity of the line will be increased from UIC category D3 to category D4.
Ziele
The project concerns the refurbishment of existing infrastructure, in particular sub- and superstructure works on an existing single railway track, as well as the construction or reconstruction of bridges on the TEN-T railway Corridor IV. The project represents an optimisation of capacity and performance of the existing infrastructure for passenger and freight. It also encompasses an improvement of infrastructure safety and reliability.

Umweltaspekte
The project falls under Annex II of the EIA Directive 2011/92/EU, according to which the need for a full EIA is decided on a case-by-case analysis by the Competent Authority. In this case, the competent authority issued a screening out decision in 2003. Based on a statement issued by the Competent Authority, the project is not likely to have significant effects on Natura 2000 sites. Environmental mitigation measures, in particular noise barriers, representing some 16 % of total project cost, were needed for minimizing or compensating negative environmental impacts.
Auftragsvergabe
EU procurement directives (2004/17/EC, 2004/18/EC) have been transposed into Czech legislation by the Act No. 137/2006 Coll. The contract notices for the international open tender were published in the Official Journal of the European Union (OJEU). The main contract was published in the OJEU under the reference number 2007/S 165-204581 on 29.8.2007. The procurement process is accountable under the Cohesion Funds regulations and is acceptable to the Bank.
