Objectives

Risk-sharing investment platform promoted by Cassa Depositi e Prestiti (CDP), the Italian national promotional bank, to support lending to Italian mid-caps through participating Italian financial institutions.

The proposed operation consists of an investment platform to provide full and/or partial delegation, de-linked and/or linked, unfunded and/or funded risk-sharing instruments to participating Italian financial institutions on portfolios of senior loans to small and medium-sized enterprises (SMEs) with large investment projects and mid-caps. This investment platform is expected to improve the access to finance of Italian SMEs (with investments above EUR 7.5m) and mid-caps and encourage investments.

Procurement

In accordance with the Bank's policy to ensure that sub-loans comply with the EU acquis, in particular in the fields of environment and public procurement, the Bank will require the intermediary institution to take all requisite measures to ensure that the environment and procurement procedures carried out by the final recipients under the new portfolio comply with the relevant EU legislation and the applicable national legislation, provided that it is in conformity with EU rules.

The promoter and final beneficiaries are private companies not operating in the utilities sector and not having the status of a contracting authority. The EU directives on public procurement are not applicable.
