    Objectives

    Purchase of new and modernisation of existing rolling stock for Przewozy Regionalne, a regional rail passenger operator

    The project will increase the quality of the passenger transport services provided by the promoter, and thereby will promote sustainable transport solutions in line with EU objectives. Furthermore, the rolling stock will provide services predominantly to convergence regions (mainly eastern and northern Poland), and thereby facilitate regional development.

    Environmental aspects
    Procurement

    Neither rehabilitation nor manufacture of rail rolling stock falls within the scope of the Environmental Impact Assessment (EIA) Directive 2011/92/EU; therefore no EIA is required. Compliance of associated facilities, in particular of any new depot or expansion of existing depots, if any, with EU directives on the environment will be analysed during appraisal.

    The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC and/or 2004/17/EC as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required.
