Objectives

Upgrade of highway infrastructure in the Province of Vizcaya.

The project is the first phase of the “Bizkaia Accessibility Plan 2003”, which comprises several new road schemes in the Province of Vizcaya, including improvements to the E5-E70-E-80-A8 motorway and construction of a new by-pass for Bilbao. The aim is alleviate growing congestion, with economic, safety and environmental gains. All schemes are classified as TEN roads or access to TENs.

Procurement

The project falls under annex I of Directive 97/11/EC and the environmental authority has carried out a full Environmental Impact Assessment (EIA). Compliance with EU and national legislation will be checked during appraisal.

The promoter is required to comply with all the EU Directives as regards public procurement.
