Objectives

The project covers a 3-year investment programme expanding the district heating network in the centre of the city of Turin. Main investment components are the construction of a new power integration and back up plant (255 MWth), 15 km of heat transport network and 90 km of heat distribution network.

The proposed investments are aimed at substituting electricity, oil and gas fed space heating with heat provided via a central plant and a district heating network, thus reducing losses and improving the safety and reliability of gas, heating supply network allowing for significant energy savings and, as an additional benefit, improving compliance to meet new environmental and technical standards.

Procurement

By virtue of their technical characteristics, project schemes fall under Annex II of the Environmental Directive 85/337/EEC (amended by Directives 97/11/EC), leaving it to the regional competent authority to decide whether an EIA would be required. The details of the environmental procedures followed, including possible mitigation measures, will be reviewed during appraisal.

The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Utilities Directive 93/38/EC as amended by Directive 17/2004/EU) with parallel publication of tender notices in the Official Journal of the EU as and where appropriate. The promoter’s procurement procedures will be further evaluated during appraisal including OJEU notices for the project components and national compliance with EU Directives.
