Presentation on JESSICA: a new joint initiative between the EU Commission, the CEB and the EIB. Upon approval of the regional operational programmes for Spain, this initiative will be presented in Madrid in an event organized by the Ministry of Economy. More than 200 representatives of the regional governments (Comunidades Autónomas) as Managing Authorities (MA), municipalities and other Spanish ministries are expected to attend.
Key for the implementation of JESSICA are the creation of a market of Urban Development Fund (currently not existing in Spain as in most other European countries), and the change of mind of the MAs from a "grant culture" to a "financial engineering culture". Both are the objectives of the participation of the EIB in this presentation.
