Climate action
Climate action is our top priority. Our Climate Adaptation Investment Advisory Platform (ADAPT) supports projects that mitigate the impacts of climate change. Through the Green Gateway, we assist financial institutions to maximise the EIB Group’s green intermediated lending, identifying projects that have a real impact on environmental sustainability and climate. We improve access to financing from the Innovation Fund for low-carbon technology demonstration projects. Our C3 advisory initiative guides cities in their circular economy transformation, with knowledge building and training. Beyond the European Union, the Greening Financial Systems programme enables central banks and financial intermediaries to embed sustainability into their financial flows, increasing the benefits of our financing for small businesses. Across the world, we work with clients to identify and implement infrastructure projects, with a strong focus on climate change mitigation and adaptation.

Climate proofing infrastructure projects
Climate proofing prevents infrastructure from becoming vulnerable to climate change and respects the “energy efficiency first” principle. Climate proofing also makes sure the emissions of a specific project meet European Union and national climate neutrality goals. Through JASPERS, EIB Advisory is helping seven EU Member States implement climate-proofing requirements for infrastructure projects that need funding. This involves web seminars, workshops and training, and the preparation of national guidelines and practical guidance materials for climate proofing.
In 2024, EIB Advisory experts provided climate-proofing guidance documents in Poland, Croatia, Malta and Spain, and also developed skills-building programmes for public sector entities and infrastructure providers to share best practices on climate proofing of infrastructure projects.
Published in November 2024, the “Practical sectoral guidance on climate resilience proofing” document focuses on the municipal solid waste, energy and transport sectors. To help project promoters complete the climate resilience assessment of small water and wastewater sector projects, EIB Advisory experts also developed an Excel tool to better understand the climate risks and adaptation strategies. EIB Advisory has prepared two Excel tools for a climate resilience assessment of small property development projects and urban regeneration projects.
