Description
The proposed operation aims to construct 20 similar anaerobic digestion biogas units across Shanxi Province in China that would utilise agricultural residues (e.g. corn stover) and livestock manure to produce biomethane and organic fertilisers.
Objectives
The primary objective of the project is environment protection through the generation of renewable energy from agricultural residues (e.g. corn stover) and livestock manure. The proposed operation is expected to produce approximately 140 million Nm3 of biomethane and 800 000 tons of digestate to be used as organic fertiliser, per year. The project aims at reducing the share of fossil-based energy sources (coal, natural gas) in the energy mix by promoting biomass to energy, as well as supporting the creation of jobs in rural areas, which could contribute to a green post COVID-19 economic recovery. In addition, the operation will further contribute to climate change mitigation and reduce the environmental pollution caused by the burning of agriculture residues in the fields of Shanxi province.

Environmental aspects
The Bank will require that the project complies with national law and is in line with the principles of the EIA Directive and the EIB's Environmental and Social (E&S) Standards. The E&S aspects and permitting situation as well as the demands and requirements of the competent local environmental authorities will be part of the Bank's usual project due diligence.
Procurement
The Bank will require the Promoter to ensure that implementation of the project will be done in accordance with the Bank's Guide to Procurement.
