    Description

    The project will support an investment programme to improve quality and reliability of hot water and heating services in Uzbekistan while improving energy efficiency of the district heating (DH) system through the introduction of new and modern technologies.

    Objectives

    This investment loan would complement an ongoing World Bank (WB) project called District Heating Energy Efficiency Project. The objective of the project is to improve the efficiency and quality of heating and hot water services in selected cities of Uzbekistan. The project is in line with the EU objectives set out in the EU and Central Asia Strategy for a New Partnership and particularly the EU-Uzbekistan Memorandum of Understanding on cooperation in the field of energy renewed in February 2017. The funding will support the country's sector reforms, improve EE and reduce greenhouse gas emissions.

    Environmental aspects

    The five-year road maps on energy efficiency and district heating system development defined in Presidential Resolutions #2912 and #3012 set ambitious targets to significantly increase energy efficiency in all sectors of economy. The DH modernisation is one of the key pillars of these programs along with power generation and industrial energy efficiency. Technical assistance support will be instrumental to ensure that investments are adequately prepared at the municipal level and that such investment are implemented in accordance to EIB's policies and procedures, in particular with respect to procurement, social and environmental aspects

    Procurement

    The Bank will require the promoter to ensure that implementation of the project will be done in accordance with the EIB's Guide to Procurement.
