Description

The project aims at implementing safety investments on the Milan motorways system in Northern Italy. Safety upgrading measures will be located on some sections of the Milan west motorway ring-road (A50) and of the Milano-Serravalle motorway (A7) including the connection to the Pavia ring-road.

Objectives

Most of the project motorways are heavily trafficked. Therefore, safety enhancements are expected to lead to significant societal benefits. In addition, the proposed investments are upgrading the existing motorways to the safety standards required by the European Directives concerned as transposed in the national legislation.

Environmental aspects

Compliance of the project (or sections of it) with EU EIA Directive 85/337/EEC, amended by Directives 97/11/EC and 2003/35/EC, and compliance with EU Habitats Directive 92/43/EEC and EU Birds Directive 79/409/EEC will be verified at appraisal. The upgrading investments are not part of a plan or programme as defined in the SEA Directive 2001/42/EC (Valutazione Ambientale Strategica) and consequently the SEA Directive is not applicable.

Procurement

The project's compliance with applicable EU legislation will be checked, with respect in particular to the publication of tender notices in the EU Official Journal, as and where appropriate. Details of the procurement procedures and strategies will be revised during the appraisal.
