The Apex Loan for SMEs II is intended for financing of SME projects, small and medium scale infrastructure projects promoted by local authorities and any size investments in the fields of knowledge technology, energy, infrastructure, environmental protection, industry, health and education, and services.
The objective of the loan is to provide support for the development of the country’s financial system in favour of SMEs, improve competitiveness of the country’s industry, contribute to environmental protection and to the rational use of energy, improve infrastructure of local and regional interest.
The Bank will require that projects financed under the loan comply with domestic and applicable EU legislation.

Complaints mechanism
Any complaint regarding alleged maladministration can be lodged via the EIB Complaints Mechanism. The European Ombudsman acts as an independent external accountability mechanism of the EIB.
Zero tolerance against fraud and corruption
The EIB has a zero tolerance policy on fraud or corruption. To report allegations of fraud and corruption relating to EIB-financed projects, please contact the Fraud and Investigation division. All complaints will be treated as strictly confidential and handled in line with the EIB investigation procedures and the Anti-Fraud Policy.
