Objectives

The project consists of the construction and equipping of a new college facility opposite the existing main site in the town centre. The existing main site, which is in need of upgrading, is to be sold and leased back for three years while the new facility is under construction.

The project is a core part of an ongoing investment programme at Walsall College to expand, improve and rationalise its infrastructure, in order to provide the student population with improved quality of education and to expand accommodation facilities.

Environmental aspects
Procurement

Council Directive 97/11/EEC on Environmental Impact Assessment (EIA), as amended by 2003/35, does not specifically mention facilities for higher education, but these could in some circumstances be seen as urban development projects. (thus falling under Annex II of the Directive) The project by virtue of its nature, size and location appears unlikely to have a significant effect on environment. The basis for requesting (or not) an EIA by the competent authorities, the local planning and approval process and actual/possible significant impacts on protected flora and fauna (Habitats’ and Birds’ Directives) will be verified during project appraisal.

English Further Education colleges, including Walsall College, are required by the Learning and Skills Council to follow EU procurement guidelines.
