Elina Roine was appointed Director General of the Portfolio Management and Monitoring Directorate as of 1 June 2026.
Previously, she served as Deputy Director General of the Operations Directorate from September 2024. She also led the Business Planning and Support Department within the Operations Directorate from December 2021.
Prior to these roles, she established and led the Operations Directorate’s Climate Office (CO) for two years, championing the EIB’s transition to become the EU climate bank and spearheading the operationalisation of the Climate Bank Roadmap.
She also contributed to the digital transformation of the Bank’s front-line operations.
Elina joined the EIB in 2006 as a Loan Officer. She was responsible for the German market, covering multiple customer and product segments, from corporates to financial institutions and from high-risk private sector operations to public sector infrastructure financing. She was appointed Head of the German Division in 2013 and later led the Corporate Division in the Baltic Sea and Northern Europe Department.
She began her banking career at the Nordea Group in Helsinki, initially in risk management before moving to a front-line role in international banking. In 2001, she relocated to London to join the European Bank for Reconstruction and Development (EBRD). As part of the Financial Institutions business group, she worked across several countries where the EBRD operates and led transactions spanning senior debt, trade finance and equity, before joining the EIB.
Elina holds a master’s degree in political science and economics from the University of Helsinki and a post-graduate master’s degree in advanced international studies from the Vienna School of International Studies.
