Financing Energy for Low-carbon Investment Cities Advisory Facility (FELICITY) is a global program financed by the International Climate Initiative (IKI) of the German Ministry for the Environment, Nature Conservation, and Nuclear Safety (BMU) and implemented by GIZ in collaboration with the European Investment Bank (EIB). FELICITY has the goal of turning investment projects into low-carbon emission urban infrastructure by providing technical assistance to municipalities, states, and financial institutions.
