Beschreibung
The project consists of:
- upgrading the 18 km long southern section of the M0 motorway ring around Budapest to a full 2x3 lane motorway. It is part of the TEN-T network and of Pan-European Corridors IV and V. A second carriageway will be constructed along the existing one that currently accommodates 4 lanes traffic without emergency lanes.
- building a new 5km section (Section 5). It will improve the connection with the East part of the ring.
The project is included in the Hungarian Transport Operational Programme.
Ziele
The aim of the project is to (i) improve traffic flow and safety on the most loaded section of the M0 Ring Road and (ii) to eliminate the bottleneck for the increasing transit demand with a high proportion of heavy goods vehicles.

Umweltaspekte
The Transport Operational Programme was subject to an SEA in accordance with the prescriptions of the SEA Directive 2001/42/EC. The project is part of Annex II of the EIA Directive and was screened in for a full EIA. The EIA was undertaken between 2001 and 2009 and all relevant approvals and permits have been obtained. The project passes closely to several Natura 2000 sites and the Competent Authority confirmed that, after mitigation measures are implemented, the project will have no significant impact on the respective sites.
The project’s negative impacts are usual for such infrastructure: mainly loss of agricultural land and increased noise and air pollution. The positive impacts relate to expected reduction in emissions due to lower congestion levels, reduced risk of water pollution due to upgrade of the drainage system, and increased road safety and time savings.
Auftragsvergabe
The project implementation is managed by the NIF Zrt. (National Infrastructure Developing Company), a public company obliged to comply with the European and National Public Procurement legislation. Some of the works and services related to the implementation of the project have been already procured according to that legislation and the remaining will follow the same procedures.
