Summary sheet
NARODOWE CENTRUM NAUKI
Financing of public/private sector research and development projects procured and financed by the National Centre for Science (NCS, in Krakow) and the National Centre for Research and Development (NCRD, in Warsaw, Poland).
The proposed operation is fully in line with the Bank’s priority of lending for research and development (R&D) activities in support of Horizon 2020 and the Bank’s Knowledge Economy objective. It also contributes to the strengthening of R&D potential in a convergence region.
The project primarily concerns research activities that will be carried out within existing facilities. An Environmental Impact Assessment (EIA) is therefore not required in accordance with the EIA Directive 2011/92/EU. However, a portion of the investment programme may cover the construction of new facilities and therefore may be covered by Annex II of the Directive in relation to urban development. The Bank’s services will verify during appraisal whether an EIA is required for any component of the project.
The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Dir. 2004/18/EC and Dir. 2007/66/EC [amending Directives 1989/665/EEC and 1992/13/EEC]), with publication of tender notices in the EU Official Journal, as and where required.
