Complaint
On 28 January 2016, the EIB Complaints Mechanism (EIB-CM) received a complaint regarding the selection process of Technical Assistance for the implementation of the Shelter Afrique Social and Affordable Housing Program (Ref: TA2014052 R0 IF3) in which the complainants had participated. As a result of the outcome of the selection and assessment process that had been handled by the EIB, the complainants alleged that the evaluation process had not been carried out in a regular and transparent manner. In particular, the complainants took the view that the evaluation committee had not properly assessed and scored the key expert’s qualifications and CV.
