Case Description
The EIB Group Complaints Mechanism (EIB-CM) received a complaint in February 2026 concerning the "LEBANON ROUND 1 WIND - PROJECT I". The complainant states that their privately owned land has been identified as a potential location for a grid connection station associated with the project. They report having been approached informally in 2018 by an intermediary but never having entered into any sale, lease or consent agreement.
The complainant alleges that land surveying activities were carried out on their property without notification or permission. They express concerns that their property rights may not be respected.
Work performed
The EIB-CM carried out an admissibility check to determine whether the complaint met the admissibility criteria under the EIB Group Complaints Mechanism Policy.
Conclusion
The complaint was deemed inadmissible on the basis of article 4.3.10 of the EIB Group Complaints Mechanism Policy.
In addition, the complainant was informed that while the project at issue had previously been considered for financing by the Bank, it never received full endorsement and thus is not an EIB-financed project.
