    Description

    The project consists of modernisation of 13 km of tram tracks and catenaries, construction of additional tram track and modernisation and extension of an existing tram depot (Pogodno) in the city of Szczecin, in the north west of Poland. The project is part of the Integrated Plan for Public Transport Development for 2007-2015, adopted by the Szczecin City Council on 25 January 2010.

    Objectifs

    The project will maintain and possibly increase the public transport use by modernising tram tracks. The project shall contribute to maintain public transport competitiveness and attractiveness, thus preventing a modal shift towards private transport. The project runs through areas designated as Convergence Regions under the Community Support Framework.

    Aspects environnementaux

    Modernisation of tram tracks and overheads falls under Annex II of the EU EIA Directive, according to which the need for a full EIA is decided on a case-by-case analysis by the Competent Authority. In this case, the project was screened in and an EIA has been completed. Compliance of all project components with EU Directives on the environment, including EIA Directive 2011/92/EU, Habitats Directive 92/43/EEC and Birds Directive 79/409/EEC, will be analysed during appraisal. The question of the project falling within a plan or a programme requiring a Strategic Environmental Assessment (SEA) in line with the EU Directive 2001/42/EC will also be examined during appraisal. The project is expected to have positive impacts on the environment because the project will improve public transport attractiveness and competitiveness and contribute to a modal shift from private vehicle use to public transport.

    Passation des marchés

    The Bank will require the Promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Dir 2004/17/EC/ or 2004/18/EC and Dir. 2007/66/EC), with publication of tender notices in the EU Official Journal, as and where appropriate.
