    Description

    The project concerns the design, construction, operation and maintenance of an integrated waste management service for the treatment and disposal of municipal waste in Oxford.

    Objectifs

    The objective of the project is to improve the waste management system in Oxford County by reducing the amounts of untreated landfilled municipal waste, particularly biodegradable material. The project is part of a wider regional waste management plan, designed to improve an already good (in UK terms) performance in minimised waste production, segregated waste collection and share of municipal waste subject to recovery, treatment and recycling. By implementing the project, the municipal waste management system of Oxfordshire will be gradually brought into compliance with EU standards in the sector.

    Aspects environnementaux

    The project will have environmental benefits, increasing levels of recycling and reducing the amount of waste sent to landfill. It is in particular driven by the reduction targets for biodegradable waste going to landfills, as set out in Art 5.1 of the Landfill Directive (99/31/EC). Given the technical characteristics of the reference project, the infrastructure involved falls under Annex I of the EIA-Directive 85/337/EC. The environmental consultation process has not started yet and the sites at which the facilities will be implemented are not yet identified. All EIA stages should be successfully carried out prior to start of works and Bank financing.

    Passation des marchés

    The promoter is a “contracting authority” and the project constitutes a “public service contract” according to definitions in Directive 2004/18/EC (public works, supply and service contracts). Thus, the promoter should follow the provisions of the aforementioned directive. Tenders Electronic Daily (TED) list among other publications of the promoter a contract notice (2007/S 65-079697) comprising the invitation to a competitive dialogue procedure for the project concerned. Details of the procurement procedures followed and further steps to be undertaken will be reviewed by the Bank during appraisal.
