TOURS TRANSPORTS URBAINS - EXTENSION RESEAU

The project includes the following components: 1) investments required for the construction and operation of the second tramway line of Tours, including some 12 km of new tramway infrastructure, 21 new stations, the extension of the existing tramway depot and the acquisition of 19 new trams; 2) investments required for the restructuring of an existing high-capacity bus line, including works to create dedicated lanes over 5 km of existing urban roads which will allow its operation on a different route once the second tramway line enters into operation. Both components are complemented by investments in bicycle lanes and in the improvements of the urban landscape.

The purpose of the project is to improve the quality and attractiveness of public transport services in Tours urban area. It should therefore reduce the dependence on passenger cars and their modal share, thereby limiting their adverse environmental and social impacts and improving at the same time the economic, environmental and social efficiency of the urban public transport network. The expected results of the project include savings in travel and waiting time for users, reduced road congestion, improved accessibility to places of study and work through more efficient and affordable urban mobility and better environmental performance, particularly as regards reduced air pollution, greenhouse gas emissions and road accidents.

The components included in this allocation fall under annex II of the EIA Directive 2011/92/EU as amended by Directive 2014/52/EU. They were both subject to a joint environmental impact assessment procedure and they were eventually declared of public utility in May 2025. Where and if applicable and based on a risk-based approach as defined in the EIBG E&S Policy, the requirements of the Environmental Impact Assessment Directive 2011/92/EU as amended by Directive 2014/52/EU, Birds Directive 2009/147/EC and Habitats Directive 92/43/EEC will be checked during appraisal.

The Bank will require the promoter to ensure that contracts for implementation of the components included in this allocation are tendered in accordance with the applicable EU procurement legislation, (Directive 2014/25/EU as well as Directive 92/13/EEC) as interpreted by the Court of Justice of the EU, including the publication of tender notices in the EU Official Journal, as and where required. The availability of information on awarded main suppliers/contractors for the implementation of the envisaged operation will be checked during appraisal.
