Description

The programme loan will support public sector counterparties in containing the effects of the COVID-19 pandemic with health emergency response and preparedness interventions.

Objectifs

The programme includes financing of medical equipment, medical supplies and related logistic for the short term response, whilst WHO or national authorities maintain pandemic or health emergency status for COVID-19, as well as the strengthening of medical health system (dedicated equipment and infrastructure) in the immediate aftermath. The main objectives are: (i) to contribute in a timely manner to the national medical emergency response to the COVID-19 pandemic, (ii) to contribute to the pandemic medium term response and, thereby to contribute to preserving the financial and operational viability of the public health care system in the respective countries.

Commentaires

The due-diligence of the underlying projects will follow the Bank's standard procedures.

Aspects environnementaux

The project concerns interventions that are expected to be carried out in the promoter's existing facilities already authorised for the same purpose and would therefore not require an Environmental Impact Assessment (EIA) under the Directive 2014/52/EU amending the EIA Directive 2011/92/EU. However, in case the Promoter is notified by one of the competent environmental authorities that one of the components constituting the project should require an EIA or equivalent, a copy of such EIA needs to be sent to the EIB once established.

Passation des marchés

The Bank will require the Promoter to ensure that contracts for the implementation of the project have been and will be tendered in accordance with the relevant applicable EU procurement legislation: Directive 2014/24/EU, as well as Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
