Description
The project will finance the deployment of zero emission public transport fleets and the associated infrastructure in the Netherlands. Investments financed under the programme will be predominantly related to electric and hydrogen powered bus fleets. The programme falls under the Cleaner Transport Facility.
Objectifs
The investments aim to achieve the objectives of the national strategy on zero emission buses, ie by 2025 all new buses must use 100% renewable energy or fuel and by 2030 all buses must be fully emission-free.

Aspects environnementaux
Manufacturing of rolling stock does not fall within the scope of the Environmental Impact Assessment (EIA) Directive 2011/92/EC; therefore, no EIA will be required for this component. In the case that any infrastructure component will be part of the scope, then the compliance with the requirements of the EU EIA Directive 2011/92/EU amended by 2014/52/EU will be required. However, the instalment of charging infrastructure inside existing depots does not fall in EIA Directive. In case the construction of a new depot may be part of the project, the Bank services will check compliance with EIA Directive, since such type of works fall under Annex II of this Directive. The project is expected to have a positive environmental impact by helping the public transport to increase and/or maintain modal share. Furthermore, the project should contribute to reducing the GHG emissions and noise
Passation des marchés
The promoters for the sub-operations are most likely to be private companies not being subject to EU rules on public procurement or concessions. However, if after the project appraisal, the EIB were to conclude that the promoter is after all subject to EU public procurement legislation 2014/24/EU, then the Bank would require the promoter to ensure that contracts for the implementation of the project have been tendered in accordance with the relevant applicable EU procurement legislation 2014/24/EU, where applicable, as well as Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
