Expansion and upgrade of the Helwan Wastewater Treatment Plant (WWTP) in the Greater Cairo Area.
The objectives of the operation are: (i) environmental protection, depollution and climate action, (ii) increasing access to sanitation and water services, (iii) improving public health, and (iv) promoting sustainable economic development. The primary objective of the operation is to bring environmental benefits to the project area through the sustainable disposal or utilisation of effluent and sludge. The project will also improve the public health situation in the Helwan area by improving water quality and reducing pollution. Finally, the project is expected to lead to positive economic externalities and job creation. The operation is expected to support climate action due to substantial greenhouse gas emissions savings and investments in sustainable water resources management in the context of water scarcity. Additionally, the project is expected to contribute to the reduction of pollution loads reaching the Mediterranean Sea via the Nile and shall as such fall under the Clean Oceans Initiative.
The project will be guaranteed under the ELM 2014-2020 (if extended to 2021) or its successor.

The project is anticipated to contribute towards efficient and sustainable water resources management in Egypt as well as to Egyptian climate protection efforts. In addition, it is expected to have substantial environmental and social benefits, as it will reduce the levels of pollution and increase the country's resilience against drought. Any potential adverse environmental and social impacts are site specific and can be prevented and/or readily minimised through appropriate mitigation measures and by adhering to globally recognised performance standards, guidelines, and/or design criteria, including EIB environmental and social principles, standards and practices.
Passation des marchés
The EIB will require the Promoter to ensure that the implementation of the project will be done in accordance with the EIB's Guide to Procurement.
