Description
Construction of the Aruvalla-Kose road section and the Mäo bypass.
Objectifs
The Project consists of the re-construction and widening of the Aruvalla-Kose road section and the Mäo bypass, both located on the E263 Tallinn-Tartu-Vöry-Luhamaa road connecting Tallinn with the second largest city of Estonia, Tartu. It is part of the Trans-European Transport Network. The project mainly aims at improving road safety and capacity of the two road sections.

Aspects environnementaux
The project was subject to an SEA as per Directive 2001/42/EC as it is part of the Road Management Plan 2007-2011 and the Investment Plan for Transport Infrastructure 2007-2013. It falls under Annex I of the EIA Directive 2011/92/EC and both sections were subject to a full EIA with public consultation. Both EIAs were approved by the competent authority in April 2008 for Aruvalla-Kose section and July 2005 for Mäo bypass.
Passation des marchés
All works are realised under Design&Build contract (FIDIC yellow book). For Mäo bypass, the works contract was published in the OJEU on 9/11/2007 under reference 2007/S 216-262465. Four bidders participated in the tender and the contract was signed on 26/5/2008 with AS Nordecon. For Väo-Maardu section, the tender was published in the OJEU on 17/11/2010 under reference 2010/S 223-341316. Three bidders participated in the tender and the contract was signed on 15/11/2011.
