Lionel Rapaille joined the European Investment Bank (EIB) in 2008 as a loan officer for the Middle East and Eastern Europe. He later led divisions covering public sector lending in the EU Eastern Neighbourhood and Central Asia, as well as Baltic States and Poland.
In 2022, Lionel became Director for Lending Operations in Enlargement and EU Neighbourhood, and in 2026 was appointed Deputy Director General of EIB Global, covering the EIB’s investments and activities outside the European Union.
Before joining the EIB, Lionel worked in project and leveraged finance at Veolia Water and in the Telecom, Media & Technology practice of Crédit Agricole Corporate & Investment Bank.
He holds a Master of Science in Engineering from Télécom ParisTech (1998).
