Complaint
In December 2024, the EIB Group Complaints Mechanism (EIB-CM) received a complaint from an individual around the Zenata Urban Development Project in Morocco, alleging unfair exclusion from the resettlement programme.
Work performed
The EIB-CM carried out an admissibility check to determine whether the complaint met the admissibility criteria under the EIB Group Complaints Mechanism Policy.
Conclusion
The EIB-CM concluded that the complaint did not meet the admissibility criteria on the basis of Article 4.3.10 of the EIB Group Complaints Mechanism Policy, which stipulates the following: “Complaints must be submitted within one year from the date on which the facts upon which the allegation is based could reasonably be known by the complainant.”
Nevertheless, the EIB‑CM informed the complainant of the outcome of previous compliance reviews addressing similar allegations and shared the link to the relevant conclusions’ reports.
