Case Description

The EIB Group Complaints Mechanism (Complaints Mechanism) received a complaint registered under the case reference SG/E/2023/22 from an individual regarding the Zenata Urban Development Project implemented in the Commune of Ain Harrouda, between Casablanca and Mohammedia in Morocco. The project involves the resettlement of more than 40,000 persons, approximately 70% of whom are low-income people scattered across 17 informal settlements that are to be dismantled under the “Villes sans Bidonvilles” (VSB), Morocco’s national programme. 

 

The complainant is from one of these informal settlements, and their allegations concern the following: 

  • After the demolition of the house, the complainant had not been resettled in context of an intrafamily conflict. 

  • Transition costs of renting alternative accommodation during the transition phase between the demolition and the reinstallation. 

 

For the first allegation, the promoter found a solution to overcome the intrafamily conflict and proceed with the resettlement process. 

 

The second allegation regarding transition costs is similar to the main allegations of a previous complaint (case SG/E/2021/08), which was subject to a compliance review. The conclusions report for that case was published on the Complaints Mechanism’s webpages, and recommendations were issued to the EIB, including the need to agree with the promoter on a corrective action plan (CAP). The Complaints Mechanism has closed this allegation by referring to its conclusions and recommendations issued in the above-mentioned conclusions report. 

 

The Complaints Mechanism will follow up on the implementation of the agreed action by the promoter and its recommendations to the EIB. This case is thus subject to the Complaints Mechanism’s monitoring.
