    Case Description

    Complaint

    In December 2025, the EIB-CM received a complaint from a Civil Society Organisation in relation to the Rogun Hydro Power Plant. The complaint concerns the Rogun HPP ESIA’s alleged failure to meet biodiversity conservation standards required by international financial institutions. The project, supported by multiple IFIs, including the EIB, involves creating a 170 km² reservoir and associated infrastructure in Tajikistan.

    The complainant argues that the ESIA:

    • Ignores downstream impacts on globally significant ecosystems, including Tigrovaya Balka World Heritage site and Ramsar wetlands.
    • Applies ESS6 selectively, excluding major riverine habitats and associated species.
    • Relies on outdated and insufficient data, with heavy dependence on eDNA without quantitative validation.
    • Fails to implement mitigation hierarchy and omits measures for freshwater biodiversity.
    • Contradicts Kunming-Montreal Global Biodiversity Framework commitments.

    They request suspension of EIB financing until the ESIA is revised to ensure no net loss of biodiversity and compliance with ESS6 and EIB standards.
