    Case Description

    Complaint

    The EIB Complaints Mechanism (EIB-CM) received a query from an individual in Armenia, assisted by a recognised human rights defender, as described by the complainant. The query includes an independent systemic audit report alleging widespread procedural failures within Armenia’s public administration, triggered by a documented case of banking malpractice, among other issues.

    The key allegations included arbitrary refusal of a legitimate money transfer payout, false official statements, ignored complaints across multiple state bodies, missed statutory deadlines, and lack of accountability by regulatory authorities. The report also highlighted risks to Armenia’s international commitments and IFI-supported investments.

    Work performed

    The EIB-CM carried out an admissibility check to determine whether the complaint met the admissibility criteria under the EIB Group Complaints Mechanism Policy.

    Conclusion

    The complaint does not challenge any decision, action and/or omission of the EIB Group, thereby falling outside the scope of the EIB Group Complaints Mechanism Policy.
