    Case Description

    Complaint

    On 10 December 2014, the EIB Complaints Mechanism (EIB-CM) received a complaint alleging negative environmental impacts of the Vladivostok CHP Project on the nearby forest. In particular, the complainant stated that electric cables were being put  underground for the new gas-turbine CHP plant in the Kholodilnik Mountains of Vladivostok, where unique species of wild birds and animals were living. According to the complainant, parts of the forest were destroyed without any proper official permits or any environmental appraisal by experts.

    EIB-CM Action

    In order to clarify the allegations the complainant was referring to in the complaint, the EIB-CM unsuccessfully tried on multiple occasions to establish contact with the complainant.

    Conclusions

    The EIB-CM closed the case due to the failure to establish contact with the complainant.
