Case Description
On 8 September 2022, the Complaints Mechanism received a complaint from a local resident of Nis regarding the Railway Nis-Dimitrovgrad project financed by the EIB. The complainant is living in a building that is set to be demolished in order to construct the by-pass. The main allegation presented in the complaint regards the lack of an adequate housing alternative offered to the complainant.
During its Initial Assessment, the Complaints Mechanism held meetings with the complainant, the promoter, the City of Nis and EIB services. Furthermore, the Complaints Mechanism met with the external stakeholders during a visit to Nis in December 2022. The objective of these meetings was to gather more information and to verify the parties’ willingness to participate in a collaborative dispute resolution process.
In December 2022, the Complaints Mechanism issued the Initial Assessment Report in English and Serbian language and proposed to proceed with a collaborative dispute resolution process.
