Case Description

On 8 September 2022, the Complaints Mechanism received a complaint from a local resident of Nis regarding the Railway Nis-Dimitrovgrad project financed by the EIB. The complainant lived in a building that was set to be demolished in order to construct the by-pass. The main allegation presented in the complaint regarded the lack of an adequate housing alternative offered to the complainant.

Work performed

The Complaints Mechanism conducted an initial assessment during which the complainant, the promoter and other relevant stakeholders agreed to engage in a collaborative dispute resolution process facilitated by the Complaints Mechanism. The Complaints Mechanism issued its Initial Assessment Report in December 2022.

The ensuing dispute resolution process lasted from December 2022 to September 2025. The dialogue was facilitated by the Complaints Mechanism with the support of a local facilitator.

Outcome 

In September 2025, the parties reached an agreement which they agreed to keep confidential. The Complaints Mechanism closed the complaint and issued the Dispute Resolution Report in November 2025.

Monitoring

The Complaints Mechanism will monitor the implementation of the agreement.
