    Case Description

    Complaint

    The complaint concerns alleged lack of a noise assessment as part of the approval procedure of the EIB-financed project “Pedemontana Lombarda Toll Motorway PPP” in Italy.

    The project is co-financed by the EIB and aims to design, build, operate and maintain the stretches B2 and C of the Autostrada Pedemontana Lombarda toll motorway, including the associated roads, which run through the provinces of Milan, Monza-Brianza and Bergamo in the Lombardy Region.

    EIB-CM Action

    Following the receipt of the complaint and during its initial assessment, the EIB-CM found that the noise assessment that was allegedly lacking, was in fact performed and exists for the project. The EIB-CM informed the complainant of the existence of the assessment.  As a result, the complainant requested to receive the noise assessment document. The Complaints Mechanism addressed the matter using the ‘’problem solving’’ approach, with a view to facilitating the disclosure of the document. In coordination with the EIB services, the EIB-CM liaised with the project promoter with a view to providing access to specific information of interest. As a result, the promoter has made available a webpage making it possible for the public to access the project’s environmental information via a request form.

    Following a submission of request from the complainant to the promoter, the promoter provided the requested information and addressed the matter.
