    Case Description

    Complaint 

    In November 2025, the EIB Group Complaints Mechanism (EIB-CM) received a complaint from the communities residing around the Olkaria Geothermal Project. The communities allege a lack of electricity access, access roads, educational facilities and health services despite ongoing resource exploitation. They have formally requested the Japan International Cooperation Agency (JICA) to suspend funding for the project until basic needs of the host community are met. They cite historical neglect despite previous projects generating significant power from their land. 

    Work performed

    The EIB-CM carried out an admissibility check to determine whether the complaint met the admissibility criteria under the EIB Group Complaints Mechanism Policy.

    Conclusion

    The EIB-CM concluded that the EIB has not financed, approved or is not at least actively considering financing the project (the Management Committee’s decision to appraise is the formal decision to actively consider financing the project), as per Article 4.3.12 of the EIB Group Complaints Mechanism Policy.
