    Case Description

    Municipal and Regional Infrastructure Loan

     

    On 14 August 2018, the EIB-CM received a complaint from a Loznica city resident about a Municipal and Regional Infrastructure Loan financed by the EIB in Serbia. The Complainant alleged that 80% of the trees on Svetog Save Street in the city Loznica had been cut down, for unclear reasons, and without agreement of city residents. Finally, he claimed that the works conducted in this street had damaged newly built brick fences, new floor installations, and the electricity wiring.  Later the Complainant also alleged a threat to the health and safety of the local community, and the cutting of more trees in a neighbouring street.

    The EIB-CM learned that the city of Loznica has detailed regulation plans for the street in question, with publicly accessible information on the discussion of modifications. For the project in question, an information board had been set up to provide information on the execution of works on Svetog Sava Street. For works of the nature undertaken, no environmental impact assessment was required. The EIB received information justifying tree removal due to the health of the specimens in question and ensuring tree replanting in Svetog Sava Street as mitigation measure. Furthermore, the EIB-CM received information indicating that the disruption to neighbours would have been minimal/of short duration during the execution of works. Consequently, the EIB-CM could not find instances of maladministration, closing the case without recommendations.
