Case Description

Complaint 

The complaint concerns the construction of the Al Ruba wastewater treatment plant (WWTP) in the Kafr El Sheikh Governorate in Egypt. The complainant challenges the property rights in the land occupied by the planned project. 

EIB-CM Action 

Based on the collected and analysed information, the EIB-CM prepared the conclusions letter. 

Conclusions 

The evidence reviewed shows that the required social standards concerning the WWTP land property and expropriation issues have been met. The available evidence indicates that the final beneficiary owns the land for the construction of the WWTP and that the land was acquired in line with the EIB standards regarding land property. 

The evidence reviewed shows that the EIB fulfilled its role as required. While appraising the project, the EIB took into account the relevant EIB standards, which require that owners of the land on which a project is implemented be compensated. During its monitoring, the EIB received information about the land acquisition process for the WWTP that is in line with the information received during the complaint handling process.
