    Case Description

    Complaint

    In September 2025, the EIB Group Complaints Mechanism (EIB‑CM) received a complaint from an individual affected by the Railway Niš–Dimitrovgrad project in Serbia. The complainant is an employee of the project promoter who resided with his family in an apartment owned by the promoter and subject to demolition. The complaint alleged that the resettlement process implemented by the promoter did not comply with the EIB Group’s environmental and social standards, in particular regarding the provision of adequate alternative housing, the protection of vulnerable persons, and meaningful stakeholder engagement.

    Work performed

    Following the admissibility of the complaint, the EIB‑CM carried out an initial assessment in accordance with its mandate and procedures. As part of this work, the EIB‑CM reviewed relevant project documentation and held bilateral meetings with the complainant and with the project promoter. During these exchanges, both the complainant and the promoter expressed their willingness to engage in a collaborative dispute resolution process facilitated by the EIB‑CM.

    Status

    Following the initial assessment, the EIB‑CM proposed to proceed with a collaborative resolution process, taking into account the parties’ expressed interest in dialogue aimed at addressing the issues raised in the complaint. The collaborative resolution process is intended to be forward‑looking and to support the identification of mutually acceptable and sustainable solutions. The dispute resolution process is currently ongoing.
